The Tenure Facility is the first and only international financial mechanism exclusively focused on securing land and forest rights for Indigenous Peoples and local communities in the tropics. We provide grants and technical assistance to promote the implementation of policies supporting communal territorial rights, culturally appropriate rural development, and gender equality, address global climate goals, and reduce local conflicts.
Regional funding initiatives, policy dialogues, coordination bodies, and communications efforts can accelerate the recognition of the land and forest rights of Indigenous and Afro-descendant Peoples, and other traditional communities in the Amazon Basin, as well as the good governance of the territories they manage. Such regional efforts can demonstrate the benefits of these rights and practices, disseminate promising approaches, mobilize resources, and foster trust and collaboration between different groups.
The Tenure Facility’s Amazon Regional Analysis and Learning Officer will oversee studies, events, and learning exchanges about the territorial rights of Indigenous, Afro-descendant, and traditional communities in the Amazon Basin. The officer will also facilitate the Amazonian Group on Territorial Rights, guiding discussions and providing input for Tenure Facility’s regional work.
This position aims to strengthen territorial rights and governance by promoting analysis, reflection, and dialogue about how to do that most effectively. This is a long-term consultancy role, supported by multi-year funding.
Role summary
- Lead efforts to document and assess approaches to promoting territorial rights and governance in the Amazon Basin.
- Fund and facilitate learning exchanges between Tenure Facility partners and external stakeholders.
- Oversee the Amazonian Group on Territorial Rights and ensure its input influences Tenure Facility’s strategies.
- Conduct grant-making activities, including designing funding strategies, selecting projects, and overseeing implementation.
- Build partnerships for co-financing and information sharing with key stakeholders.
- Regularly engage with Indigenous, Afro-descendant, and community leaders, governments, and other organizations.
Key Responsibilities
- Promote studies and discussions about strategies, methods, mechanisms, approaches, policies, and programmes used to promote the territorial rights of Indigenous and Afro-descendant Peoples and traditional communities, as well as good governance in their territories in the Amazon Basin.
- Fund and help to produce studies and land use change in Indigenous, Afro-descendant, and community territories in the Amazon.
- Help to identify needs and demands for learning and exchanges and ensure that learning events are well organized and of high quality.
- Oversee and manage grants related to the activities mentioned above, ensuring that they meet partner needs and the objectives of the Tenure Facility.
- Lead regional efforts to assess strategies and approaches for promoting territorial rights and governance in Amazon territories.
- Instigate and produce analytical reports and studies on territorial rights, land use, and governance.
- Facilitate regional learning exchanges and share key findings with relevant stakeholders.
- Support the design and implementation of regional assessments and scoping studies.
- Maintain regular contact with grantees and facilitate access to stakeholders and resources.
- Ensure timely and high-quality reporting for both internal and external stakeholders.
- Manage staff or consultants assigned to analysis and learning activities, providing mentoring and support.
- Lead by example and maintain a culture aligned with the Tenure Facility’s values.
- Collaborate with other Tenure Facility teams to ensure regional efforts align with broader strategies.
Essential Experience and skills
- Knowledgeable about policies and practices related to land and forest rights of Indigenous, Afro-descendant, and communities, and territorial governance in the Amazon Basin.
- Proven ability to facilitate discussions with diverse stakeholders, including grassroots leaders.
- Have strong analytical skills.
- Project management experience and skills.
- Experience with grant-making is a plus.
- Fluency in Spanish, Portuguese, or English (additional languages are a plus).
- Strong communication skills and the ability to synthesize complex information for diverse audiences.
- Candidates from Indigenous, Afro-descendant, or traditional community backgrounds will receive special consideration.
Terms and conditions
- The Amazon Standard work week of 40 hours, plus additional hours as required.
- Domestic and international travel, primarily within the Amazon Basin countries.
