Background

UNHCR, the UN Refugee Agency, is offering an eight months full time short term position  under International Individual Contractor Agreement (UNOPS) within the Private Sector Partnerships Service (PSP), Division of External Relations in our Asia Regional Office in Thailand.

For those activities that relate to Individual Giving programmes, the PSP Officer will work closely with the digital team in Bangkok (and Copenhagen if needed). S/he will bring market knowledge and connections; the Bangkok team will help and support with marketing and technical experience. The PSP Officer will be part of the PSP team in the region and is expected to work closely with the PPH staff in Bangkok and in Copenhagen when working on PPH issues.

Organisational context

With displacement crises reaching unprecedented levels and causing significant surges in funding needs, UNHCR has been considering alternative sources of funding, including contributions motivated by various faiths, or in other words, Faith-based Philanthropy. UNHCR’s Private Sector Partnerships Service (PSP) has been successfully exploring Islamic Philanthropy, namely Zakat and Sadaqah, in addition to Waqf and other relevant forms of Islamic social finance.

As of 2020, PSP is looking to expand this experience across South East Asia (SEA), looking particularly into the Malaysia and Indonesia priority countries, in addition to countries where PSP is present (Thailand, Hong Kong, and Singapore) and other countries with relevant audiences but have no PSP presence (such as Brunei and India).

For this purpose, PSP is looking to develop local expertise to build on the success of UNHCR’s Refugee Zakat Fund, study the local landscape and pave the way to expand this initiative to some countries in the Asia region.

The incumbent will be based in Bangkok, although the location is flexible and will work under supervision of the PSP Asia Pacific (APAC) Regional Office in Bangkok, in collaboration with PSP Middle East and North Africa (MENA) and PSP Headquarters (HQ) in Copenhagen. S/he will primarily be driving new relations in the Islamic Social Finance space and help to guide market and prospect research/ analysis and feasibility studies. S/He is expected to support the long-term development of UNHCR’s Islamic Philanthropy portfolio through identifying funding sources and establishing sustainable relationships with key players in the sector of Islamic Philanthropy and Islamic Banking/ Finance in Malaysia, Indonesia, Brunei and Singapore as a priority as well as deliver guidance in other relevant countries in Asia subsequently.

Duties and responsibilities


  • Pursue new relationships for UNHCR in the field of Islamic Social Finance in Malaysia, Indonesia, and Brunei, and give support to colleagues in Singapore, mobilizing significant levels of financial support for UNHCR’s work towards the forcibly displaced worldwide.
  • Identify key stakeholders/ parties that UNHCR needs to engage with on a sustainable basis to advance the distribution of individual/ corporate Zakat, Sadaqah, among other funds by individuals and institutions in Malaysia, Indonesia and in the wider SEA region towards support to refugees and IDPs.
  • Establish contact with those stakeholders as well as leading Islamic financial institutions in Malaysia, Indonesia and the wider SEA region, with the aim to collaborate for the promotion and receipt of multi-year institutional and individual funds, towards UNHCR's programmes for refugees and IDPs.
  • Work in consultation with relevant colleagues/ internal stakeholders including in particular the UNHCR Representation in Malaysia and other concerned countries, when identifying the market research/ stakeholder mapping terms of reference, expected results/ recommendations and deadlines.
  • Conduct on behalf of UNHCR with the aid of external stakeholders if needed, the necessary research leading to solid recommendations for the organization on how to best approach Islamic Philanthropy initiatives in the country. This should include financial and operational analysis (leveraging various existing reports, systems, internet, etc.) as needed for the expansion of UNHCR’s Islamic Philanthropy initiatives in Malaysia, Indonesia, Singapore, Brunei and the wider SEA region.
  • Support and promote the credibility of UNHCR and UNHCR’s Refugee Zakat Fund among Islamic Philanthropy actors in the region, including donors, partners, HNWIs, investors, financial institutions, and Islamic Institutions such as Zakat and Waqf houses.
  • Communicate updated Zakat reports on existing campaigns and prospective new projects to internal and external stakeholders, as deemed necessary.
  • Perform other related duties and travel as required.
  • Deliver and execute a clear plan of action leading to substantial additional mobilization of resources in Malaysia starting in 2020.
  • Submit recommendations and guide colleagues in the SEA region on the development and or expansion of UNHCR’s to Indonesia, Singapore and the wider SEA region.
  • Provide support in signing cooperation agreements with at least two relevant stakeholders in Indonesia and Malaysia, and secure at least one sizable contribution during the first year.

Candidate requirements


  • Completion of University degree in Research, Financial Analysis, Islamic Finance, Economics, Business Administration, or others related field.
  • At least 6 years of work experience spanning three or more of the following fields: Research, Finance, Economics, Islamic finance, philanthropy, non-profit monitoring and evaluation, and program management.
  • Proven expertise in Islamic philanthropy and/ or Islamic finance in SEA.
  • Good knowledge of humanitarian assistance and UN environment.
  • Experience of Sales Force CRM system preferred.
  • Strong research and project management skills.
  • Knowledge and aptitude working with CRMs, database technologies, project trackers, and other related systems.
  • Strong analytical and critical thinking skills with a well-informed approach to problem-solving and decision-making.
  • Ability to quickly trouble-shoot any issues that arise.
  • Ability to communicate effectively with senior staff, as well as external stakeholders.
  • Ability to work independently, be self-motivated, and results-oriented with a strong sense of accountability
  • Ability to focus and thrive in a highly dynamic and fast-paced work environment.
  • Client orientation, networking and relationship-building skills.
  • Good written and oral communication and interpersonal skills.
  • Required: Fluency in English

Additional comments

The start date is in March 2020. It is a full-time role with working hours starting from 8.30am to 5pm Monday to Friday (40 hours per week).
