About the CGIAR System Organization

Established in 2012, the CGIAR System Organization (“System Organization”) provides governance to the CGIAR System in collaboration with the System Council and has about 60+ staff. The System Organization is committed to cultivating a work environment that reflects teamwork, gender equality, and respect for diversity.

Job description

Job Summary

The System Management Office, based in Montpellier, France, is responsible for the day-to-day operations of the System Organization and for providing support to the CGIAR System Board, the System Council, and the Executive Management Team. The System Organization is one of the CGIAR legal entities in the unified One CGIAR governance and is headed by an Executive Director appointed by the System Board.

Reporting to the Senior Manager and as a member of a small P&C team, this role provides high-quality People and Culture services to managers and staff to deliver efficient and effective management of the System Organization’s human resources operations.

This position requires a highly effective and dynamic individual with experience in providing human resources services across a broad spectrum of functional areas, strong interpersonal and organizational skills, and an ability to deliver in a fast-paced work environment.

Specific Responsibilities

  • Manage the recruitment and selection process for assigned positions, ensuring the process is effective, efficient, and compliant with current policies and procedures; this will include supporting the hiring manager with the development of the vacancy announcement, sourcing strategies, and assessment tools; supporting and acting as the P&C representative in selection panels, and writing selection reports
  • Prepare offers of employment based on established guidelines for review by the interim P&C Lead and draft hosting and secondment agreements with other CGIAR Centers/Alliance as and when required
  • Ensure HR policies, guidelines, and procedures are correctly implemented, monitor their effectiveness, and make recommendations for improvement
  • Regularly review HR systems, processes, and tools and make recommendations for improvement to ensure they enable effective and efficient service delivery
  • Organize and deliver training and briefing sessions on various HR topics, including effective people management best practices and policies, to build capacity and raise awareness
  • Coordinate the processes related to performance management, promotions, and rewards, ensuring relevant policies and guidelines are adhered to and that the processes are practical and efficient; write annual end-of-cycle reports, including lessons learned and recommendations for improvement
  • Support line managers and staff in conducting training need analysis and consolidating training needs into one organizational plan; advise staff and managers on available learning sources and pathways; manage the eLearning platforms; review staff training requests; and monitor training costs against approved budgets
  • Regularly review and validate the data's accuracy, currency, and integrity in the HR information systems
  • Contribute to establishing and monitoring annual HR metrics and key performance indicators and prepare end-of-year reports
  • Manage the employee exit procedures to ensure that clearance and separation from the organization are conducted in a timely manner and that the process is effective, efficient, and compliant with applicable policies
  • Address HR-related queries and guide as needed
  • Work closely with the relevant functions to contribute to developing, implementing, and updating health and safety policies, procedures, and best practices to ensure staff has a healthy and safe work environment conducive to well-being and productivity
  • Perform other functions that may be needed to advance HR work plans and System Organization deliverables

Candidate requirements

  • University degree in human resources management, industrial psychology, social sciences, or related field
  • Experience as a Human Resources Generalist, preferably in an international context
  • An HR professional certification or active membership in a professional HR association is an advantage

Key Competences

  • Comprehensive knowledge of contemporary talent management and global HR practices. An understanding of French/European employment regulations is an advantage
  • Proficient computer skills and in-depth knowledge of relevant software such as MS Office Suite and web-based publishing software
  • Ability to multi-task, prioritize and meet deadlines
  • Strong analytical and problem-solving skills
  • Strong customer service orientation, proactive and dependable
  • Excellent interpersonal relations skills to interact effectively with staff at all levels; ability to handle sensitive and confidential matters with sensitivity, discretion, professionalism, and tact
  • High tolerance of ambiguity and desire to tackle issues in a constructive way
  • Attention to detail and accuracy
  • Demonstrated ability to uphold the highest ethical standards in dealing with multiple stakeholders in a culturally diverse working environment


  • Excellent written and oral communication skills in English
  • Working knowledge of French is desirable
