CGIAR is a global partnership that unites organizations engaged in research for a food secure future.

CGIAR research is dedicated to reducing rural poverty, increasing food security, improving human health and nutrition, and ensuring more sustainable management of natural resources. Research is carried out by 15 Centers who are members of the CGIAR System Organization, in close collaboration with hundreds of partner organizations, including national and regional research institutes, civil society organizations, academia, and the private sector. These 15 Centers have close to 10,000 staff based in over 50 countries.

Job description

The CGIAR System Organization, an international organization headquartered in Montpellier, France and with about 40 staff, is recruiting a Director-level position to head its Program Performance unit.  Reporting to the Executive Director and a key member of the Executive team, the Head, Program Performance is an innovator and collaborator with multi-sector experience in the agricultural research for development space.  S/he offers entrepreneurial guidance and implementation support on:

  • the delivery of CGIAR’s current portfolio of research programs (“CRPs”)
  • the evolution of the portfolio during the course of CGIAR’s new business cycle
  • the scoping, vision and design process leading up to the next round of CGIAR research programs and next iteration of CGIAR’s Strategic Results Framework
  • the design and effective implementation of performance based management systems in support of CGIAR’s Strategy and Results Framework, in a manner that fosters accountability and mutual trust between CGIAR’s stakeholders, and promotes quality of research for development.

The Head, Program Performance will be a highly skilled operator with strong intellectual and emotional intelligence, and a track record of leading delivering innovation and transformation in a complex partnership-based environment. Capacity to build and maintain a wide range of highly collaborative internal and external relationships is paramount for this role, including with CGIAR’s network of Centers, CRPs, international research and development partners, and CGIAR’s governing and advisory bodies.  

Specific duties for this position include:

  • Providing strategic leadership and operational direction for the design and implementation of a robust, integrated performance management framework for the CGIAR System.
  • Contributing to the delivery of an excellent annual CGIAR Performance Report by providing robust performance data and leading the development of an annual analysis of CGIAR’s portfolio of research programs and platforms.
  • Stimulating innovation and excellence in the evolution and delivery of CGIAR’s current portfolio of research programs and platforms by providing leadership and guidance to CGIAR’s Centers and Science Leaders on effective strategies, processes and deliverables to support successful implementation of the current portfolio
  • Leading the overall development process for CGIAR’s next portfolio of research programs and platforms in line with CGIAR’s multi-year business cycle and in consultation with CGIAR’s Centers, independent science advisory function and other key stakeholders.
  • Supporting the CGIAR System in periodically reviewing and supporting its strategic direction, and coordinating the development and drafting process of the next iteration of the CGIAR Strategy and Results Framework, in collaboration with CGIAR’s Centers, Funders and other stakeholders.
  • Providing strategic guidance and evidence-based analysis to the System Management Office management team, System Management Board and the System Council on a range of programmatic issues and on evaluations and impact assessments.
  • Building excellent relationships across the CGIAR system and with key external partners and representing the CGIAR System Organization as needed at meetings and other fora with a focus on enhancing awareness of CGIAR’s mission and role.
  • Contributing to the successful delivery of the CGIAR System Organization’s annual business plan, inspiring performance and innovation by providing day-to-day leadership to a small team of colleagues and ensuring an energetic and highly effective team that works collaboratively across the System.

Candidate requirements

Education and Experience


  •  graduate degree in the biophysical or social sciences of direct relevance to agricultural research.
  • 15 years’ relevant experience – for example, in the management of and research for development programs and projects.


  • Program or institutional management experience in an international setting.
  • Experience in working in developing countries.
  • Design and/or implementation of performance management systems – ideally in an international research setting.

Key Technical competencies:

  • Good understanding of the branches of science encompassed within the CGIAR System and their integration for impact.
  • Knowledge of program monitoring, evaluation and reporting and decision making linked to resource allocation.
  • Excellent presentation and report writing skills in English.
  • Capacity to develop and control a budget.
  • Analytical skills to research, acquire and analyze appropriate data for effective problem solving and/or decision making.
  • Capacity to foster effective, collaborative relationships and be identified as a trusted broker information from multiple sources
